Steve, something similar happened here last year, on a far smaller scale. Theoretically, an efficient management of waste products should allow good sanitation even in crowded areas.

Point is that, as the facts confirm:

1- In Italy there is often no efficiency at all, just incompetence and inertia
2- In America it may be different (probably it depends on different places). The LA case though was an example of how unstable the system can be. It is not possible to make the system perfectly proof against accident, earthquakes or a floods
