https://en.wikipedia.org/wiki/Turiya

In Hindu philosophy, turiya (Sanskrit: तुरीय, meaning "the fourth") or caturiya, chaturtha, is pure consciousness. It is the background that underlies and transcends the three common states of consciousness of waking consciousness, dreaming, and dreamless sleep.

No. It is there but we do not experience it. This is our purpose though-to experience it.

If consciousness can be broke down to  four levels--waking consciousness, dreaming, dreamless sleep and turiya--We must ask ourselves this:
What is it that we experience during meditation and sometimes afterwards that resembles the turiya state?

Thank you Steve for bringing out this discussion. I don't have a lot more to add but I will share some quotes from Sri Ramana on the topic which may elucidate things further. If you will humor me, I am going to interrupt to add a small note in between some of his words. But this is actually one long reply which Bhagavan gave to a young visitor from Sri Lanka. The question was "How are the three states of consciousness inferior in degree of reality to the fourth? What is the actual relation between these three states and the fourth?"

Quote
Bhagavan: There is only one state, that of consciousness or awareness or existence.

I think it is worth noticing that consciousness, awareness, and existence are all put forth as synonyms.

Quote
The three states of waking, dream, and sleep cannot be real. They simply come and go. The real will always exist. The 'I' or existence that alone persists in all the three states is real. The other three are not real and so it is not possible to say they have such and such a degree of reality.

Eastern philosophy defines reality as that which does not change. If something changes, it cannot therefore be considered real.

Quote
We may roughly put it like this. Existence or consciousness is the only reality. Consciousness plus waking, we call waking. Consciousness plus sleep, we call sleep. Consciousness plus dream, we call dream. Consciousness is the screen on which all the pictures come and go. The screen is real, the pictures are mere shadows on it. Because by long habit we have been regarding these three states as real, we call the state of mere awareness or consciousness as the fourth. There is however no fourth state, but only one state. (In this connection Bhagavan quoted verse 386 from untranslatable work of Thayumanavar and said this so-called fourth state is described as waking sleep or sleep in waking - meaning asleep to the world and awake in the Self.) Day by Day with Bhagavan, pg. 105

I'm reviving the discussion on turiya. Note Steve's first post. It is the same as what Sri Ramana describes here when talking about the Self:

Quote
"The Self always remains whether in sleep, dream or waking state. It is the substratum both of the waking state and the sleep state. The different states of dream, sleep and wakefulnesss are only for the mind. Trance and unconsciousness also are only for the mind; they do not affect the Self." - source: Crumbs from His Tabe, by Ramanananda Swarnagiri, pg. 39

On the question of whether an enlightened person can have dreams Sri Ramana says,

Quote
"If the jnani can have a waking state, what is the difficulty about his having a dream state? But of course as his waking state is different from the ordinary man's waking state, so his dream state also will be different from the ordinary man's dream state. Whether in waking or in dream he will not slip from his real state which is sometimes called the fourth or turiya state." - Day by Day with Bhagavan, asramam diary by Devaraja Mudaliar, pg. 4

So Sri Ramana calls this so-called fourth state, turiya, the real state of the jnani. If you accept all of this, we can conclude that the state of turiya is the state of the Self, i.e., liberation.

From Brock's post.

i had the good fortune of spending time in the presence of Brother Turiyananda. There is nothing quite like understanding what a name represents then being with someone that for good reason has that name. i noticed that this man functioned differently then other people. He had flashes of visions and intuitive perceptions that defied human logic.

I remember some of the insights that meditation gave to Brother Turiyananada. Once he told me we needed to terrace the hill beside the Lake Shrine where the new church stands. i asked him why. He said because he saw dark astral clouds. i asked him what they meant. He told me that it could rain and the hill could have mud run down on the adjacent property full of condominiums and we do not want to be responsible for that.. i volunteered some help. Six months later the Los Angeles mud slides occurred and many homes were damaged.
